Deprecate the core shortlink functionality and leave only the option for plugins to implement it #222

The shortlink craze is very much in the past and in any case, the URL produced by core wasn't very short in the first place.

The main problem with that functionality is that the implementation exposes the post ID which is always meh.

For this wp_get_shortlink will be adjusted to simply return the permalink, and the link will not be added anywhere.
