Notify super admin that .htaccess needs to be resaved when an attemt to save it fails #230

In general, the .htaccess file should not be writable, but this means that any process that needs to do a hard refresh to the permalinks and therefor maybe to the .htaccess file is going to silently fail in that.

What is needed is some explicit notification to the super admin that he should go to the permalink settings and follow the instructions there.
