This patch adds a second argument to render_js and render_css called $options. This can be expended in future, but for now you can specify a single key, 'gen_tags'. With this set to false, render_* will return an array of the filenames / file contents (depending on the inline setting), instead of generating the tags itself. Backwards compatibility with the old second argument to render_*, $inline, is retained. Closes #14

This means that js_dir, etc, can be overridden on a per-file basis, by prepending the file path if a leading slash.
Previously, the core namespace was created before default_folders was loaded. This meant that it was impossible to tell 'core' to use different dirs for 'js', 'css', or 'img' using the 'js_dir', 'css_dir' or 'img_dir' config keys. However, setting these keys under the 'paths' config key for the 'core' namespace *would* still work.
