Add Time & Time Zone to WRF #1722

To make it easier processing online workshops we would like to add a Timezone question to the Inquiry Form and the Request a Workshop Form.

Questions could be:

Please indicate the Time Zone your workshop will take place.
Please provide the desired start and end time of your workshop.

Do you want to extend just the forms, or do you want to save the new information inside event as well?

@maneesha @sheraaronhurt I don't have any questions, but I have one assumption you can confirm.

Assumption: Since the workshops can take more than one day, the start and end time are though of as start and end time for each day the workshop lasts.

A different approach is to understand start time on the first day of the workshop, and end time of the last day of the workshop.

@sheraaronhurt I think we should talk about this more as we consider moving online workshops from the temporary pilot phase to being official offerings. For example, what happens when we have a workshop that lasts multiple days, and the start end/time is different each day? We should also consider this in the context of the instructor selection project. There, we were talking about not prioritizing time zones. Saving this for more discussion.

For online events, we do want to ask what start/end time and what time zone the event will be in. No time or timezone questions are necessary for inperson events.
