In bootstrap, determine user's preferences

The bootstrap script should check for both git and hg, and only abort if neither is found. If only git is found, grab the toolshelf repo from github; if only hg is found, grab it from bitbucket.

Use this information to construct a reasonable starting preferences file for resolving short source specs. If both are found, interview the user about which they prefer.
