Load Error in CefSharp3

The LoadError event handler doesn't seem to do anything. Moreover would it posssible to have all the HTTP error codes in it? Currently the enum had only 2 error codes Request aborted and something else.

I've added this to the 31 Milestone, OnLoadError has been implemented, I'd like to expand the CefErrorCode enum to support the rest of the possibilities. Will contribute a PR for this.
