You can clone with
celluloid directory and spec_helper.rb is missing from the gem file. Please add it.
Is there a particular reason you want the specs included in the gem?
I'm packaging celluloid for debian. and its easier to take a gem than the github tarball. Also most other gems include spec in the gem itself, so it's a deviation from the workflow for me.

Are you actually running the specs as part of the build process for a .deb?
yes, we run all available tests when we build a deb package. It is basic sanity check to make sure things are working as expected.
