qa: explicitly set up standby replay in test_journal_migration
Previously this relied on being run in a special cluster configuration
that set up standby replay daemons.  This change will allow it
to live alongside all the 'normal' functional tests.

qa: remove metadata-light tasks from multimds
These did not do enough metadata operations to
trigger any exports between MDS ranks, so it is
not useful to have them running in the multimds
