mgr/zabbix: add timeout option for zabbix send

This allows the zabbix send to timeout quickly instead of after
60 seconds. Zabbix sender v6 has a timeout (-t) option
but < v6 does not, hence using /usr/bin/timeout to impose the
timeout.
