Added a few more state datasets to this sheet, did some minor cleaning, added lat/long geocoded from Bing on some of them. 

The work left to do here is to do come cleanup, add lat/lon values, resolve counties, and reconcile these state lists against the master. This includes adding the missing places and reconciling places that are in both documents and may have different population values.
