Align limit for nearby OC caches to that we use for gc.com #4594

As documented in #3227 we changed the nearby results for opencaching in a way that not always the 20 nearest caches are shown but only if they are in a distance of <200km. We discussed 100 or 200km at that time. I once voted for 200km.

After feedback from opencaching.de users from Germany they would consider a smaller value to be more appropriate at this point.

Also via support mail we got some questions like that:

If I search for caches in London,UK I will also get oc.de results of caches located in France.
Isn't it more reasonable to only list caches which are in walking/driving distance?

I tested this:
If you e.g. start a coordinate search for N52° 46.100 E3° 8.400 (within the northsea) and have oc.de and gc.com active, you will see that only OC.de caches are returned but no gc.com caches.
So it seems also gc.com uses a lower limit than we do for OC.

So I suggest to reduce it to the same value we use for the request to gc.com (Default is 100km there, do we use that or even less?).
