Python 2 deprecation plan #39

Python 2.7 will stop being maintained at the end of 2019. Chaquopy's plan to deal with this is as follows [updated 2018-11-10]:

Chaquopy 5.x and later will no longer support Python 2.

The previous Chaquopy major version (4.x) will be maintained until the end of 2019. During this time, we will back-port bug fixes to 4.x free of charge, provided that they are requested by a user who acquired a Chaquopy license before the release of 5.x.

Other changes to the 4.x branch will be at our discretion, but are unlikely to include any new features.
