Crosstab starts pagination way before than it should

If a crosstab is formed with 800x800 dimension and multiple variables are assigned to rows and columns then crosstab starts pagination way before than it should.

• The pagination logic depends on minUnitHeight and minUnitWidth which is not required. Minimum unit height can be achieved from label calculation.
• Check if pagination is needed at all. We can do scrolling. Can have scrolling config defined in canvas.
• If scrolling is not chosen then labels overlapping is acceptable.
