Start and Stop ADB Service

Starting the ADB server
start_server will issue the android adb start-server command.
This operation also accept a timeout (seconds) argument which will throw an ADBError if the start_server command does not execute successfully within the allotted timeout period. The default timeout is 30 seconds.
begin ADB.start_server(120) rescue # handle the ADBError exception end
Stopping the ADB server
stop_server will issue the android adb kill-server command.
Similar to the start server, this stop server will also accept a timeout argument and throw an ADBError exception if the operation is not completed in the alloted timeout period (default 30 seconds).
