Update audit cookbook to use inspec-core. #318

This change allows the audit cookbook to use inspec-core gem going forward. This is backwards compatible and will install the regular inspec when specifying a older version.

Issues Resolved

Allows us to support a wider range of os's by removing un-needed transports.
