Add a system for deprecating and warning users to migrate from old config options #8990

As a user,
I want to be alerted to changing in the chef config file format
so that I can update my client config.

As a developer,
I want to be able to update the client config format without breaking users
so that I can refactor legacy code.


Provide a mechanism similar to the our resource deprecations, but specific to chef-config for alerting on legacy configs and giving users information on how to update their configs.

Downstream Impact

All projects that consume chef-config.
