Exit code 3010 shouldn't be considered a failure in windows_package #9079

3010 is a success code, but signifies that a reboot is necessary. We currently consider that a failure, which requires that users set allowed exit codes to include 3010. We should just make 3010 an acceptable code so people don't have to struggle with this to get a package installed on windows. We're already doing this for windows_feature
