windows_service resource spams warnings about CDPUserSvc from win32-service gem #9148

Same issue as #7335
Also referenced in #8497

Any use of the windows_service resource will spam the stdout of the chef-client run with the following warnings:

C:/opscode/chef/embedded/lib/ruby/gems/2.6.0/gems/win32-service-2.1.4/lib/win32/service.rb:1086:in `rescue in block in services': WARNING: Failed to retrieve description for the CDPUserSvc_2180253 service. (StructuredWarnings::StandardWarning)

C:/opscode/chef/embedded/lib/ruby/gems/2.6.0/gems/win32-service-2.1.4/lib/win32/service.rb:1146:in `rescue in block in services': WARNING: Unable to retrieve failure actions for the CDPUserSvc_2180253 service (StructuredWarnings::StandardWarning)

This doesn't appear to have a functional impact on chef-client, but it makes the whole of chef's output very difficult to parse at times.

Chef Version

14.0.202 and 15.5.17

Platform Version

Windows server 2008R2, 2012R2, and 2016.

Replication Case

Invoke any windows_service resource and execute it. The warnings occur during the compile phase.
