Update maintainers link in CONTRIBUTING.md

Description

As per the Chef OSS practics info https://github.com/chef/chef-oss-practices/blob/master/project-membership.md#maintainer we have removed maintainer and divided into explicit roles.
So updated maintainers link in CONTRIBUTING.md

Any other links suggestion would be helpful thanks!
