[Bug]: Refactor for local dev

Currently all api calls and processing code is in a separate repo for the api server.
Relevant code should be available in the gitlang repo.

Local development should be possible using a .env file and PAT conditions.
Need to refactor api calls with local methods.

Automate deployment to inject updated routes directory into api server on aws.
