[Enhancement] absolute "quiet" mode - Allow shutting off "real" Write-Host #411

It would be nice if we could control whether chocolatey uses write-host or not. Choco encapsulates WH nicely but it still forwards each message to the "real" WH.
We can control debug and verbose output OOB so to say. It would be nice if "informational" output could also be controlled.

This cleans up the order a bit for the parameters so that $packageNames is
always last. This also adds q as an alias.
