Ensure the entire site is running as https

Now that we are located in a place where Win2003 can handle reaching out site (no longer SNI) and we've pushed a new version of chocolatey that doesn't switch it over to http to handle a workaround, we can switch up the entire site to HTTPS.

(GH-126) Require HTTPS for entire site
Now that we are no longer working with Win2003 workarounds, ensure the entire
site is under HTTPS.

(maint) prep for release of GH-125, GH-126, security/perf
- GH-125 switch to simpleinjector for perf
- GH-126 require https for entire site
- perf - tun off dbmigrator updates by site
- perf - return fully qualified view names to reduce search times
