(#1341) Pass build while running Playwright

Description Of Changes

In a previous issue with this workflow, the Playwright step was removed. At the time, the build would timeout when attempting to install Playwright browsers. This is a fix to add this functionality back in, so we can ensure Playwright is ran in the future.

In choco-theme, Playwright is pinned to 1.57.0, however in this version, it breaks in GitHub actions. We can not upgrade Playwright via choco-theme at this time, so we are pinning Playwright for this specific instance to 1.60.0+.

Motivation and Context

While we don't have Playwright tests for this website yet, we do want to ensure it is installed, can run, and is ready to be added to.
