feature: new css filter

if i understand how to use uB correctly, it seems there is no easy (point-and-click) way to allows CSS while disallowing JS, yet it would seem this might be a popular (and safe) option if it were available

since often JS is not required for displaying a site, i am wondering if a "Styles" filter should be added along with Inline, 3rd part, etc., in the main pop-up UI?

i think i screwed up badly with that request - apparently the CSS i'm talking about depends on JS being enabled
