Issue: Cannot set one list to override another

Exceptions in one filter list basically override items in another filter list. This has its upsides and downsides. A big downside is that you can have filter ||badsite.com^, and some third-party list can create an exception for it. Yes, you can add $important to fix it, but then you have to add $important to every rule in that list to make sure no exceptions are overriding it.

To remedy this issue, each list could have a toggle to make the entire list "important", thus overriding any other lists. Naturally, 'My filters' would have this functionality, perhaps even enabled by default.
