Show tooltip in Dynamic Filtering settings area #346

There should be tooltip when mouse is over Dynamic Filtering settings area. Such as "Embeded script is blocked (globally)", "1st-party script is allowed (this site)", "3rd-party frame is allowed (inherited)".
This would reduce the need to look at documentation.

It's even better if the tooltip can show the list of blocked frames/scripts (only domain name here, instead of full URL)
