MACAddr - a MAC address class

added UTF-8 support for non-ASCII vendor names

MACAddr is a class for the manipulation of IEEE MAC addresses. 
It is patterned after the IPAddr class in the Ruby core libs.

methods include comparison, determining manufacturer, printabilty and a few helpers

TODO: Optimze the internals to handle the 48 bit values more effieicently
TODO: compress or move the 10000+ line list ofr vendor oids
