Refine the handling of the case where we have multiple destination tags.
This happens in the mandinka to typecraft conversion, for instance.

The target tier/annotation will be a dictionary, for example:

"COPN":{ "pos": "COPneg", "gloss": [ "DET", "NEG" ] }
