Add "page-range-format" option for OSCOLA #84

An as of yet unsupported page-range format is used by OSCOLA (see "1.3.2 Ranges of numbers and years" on page 7 in http://www.law.ox.ac.uk/published/OSCOLA_4th_edn.pdf ). With this style, page ranges should be collapsed, but at least two digits should be kept for the end number, if possible. E.g. "1-5", "21-26", "109-11", "123-226".

Frank coined the value name "minimal-two" (http://gsl-nagoya-u.net/http/pub/citeproc-js-csl.html#minimal-two-page-collapse-rule), but maybe we can come up with something better. :) See http://citationstyles.org/downloads/specification.html#appendix-iv-page-abbreviation-rules for the current options.

How about "oscola" or "down-to-two"?

Settled on "minimal-two", since we already have "minimal" and Frank chose "minimal-two" in his fork.
