Migrate wiki content on i18n and l10n #56

If you're installing CiviCRM and you want to set it its language to something other than English, you'll currently need to read this wiki page:

We should migrate this content to the Sysadmin Guide.

I checked with @mlutfy in #7 and he agrees. He recommends the following:

I think this should be part of the sysadmin guide:

  • downloading the civicrm-l10n.tar.gz file
  • updating translation files
  • enabling native gettext

From a sysadmin point of view, once the above 3 steps are done, the rest is part of the administration of CiviCRM (localization of date/money formats, enabling multi-lingual if necessary, etc). Also, the above 3 steps only apply to people who are self-hosting (I assume the sysadmin guide is oriented to people who self-host, whereas the Admin guide targets anyone who manages a CiviCRM instance)
