Create rst/sphinx based system to replace 'make .htmls' #2

The command 'make .htmls' uses a python script to convert source code files to html versions and he README.txt file into an html file with links into the source files.

This was written before discovering Sphinx. Now that we are using Sphinx for documentation it would be good to replace the old system with something compatible and less clunky than the current README files.
