Default keychainAccessible to AFTER_FIRST_UNLOCK in createResourceCacheStore

Description

Allows for the ResourceCacheStore to be accessed from within background jobs, by default.

This aligns directly with #6025 where it allows for the token to be accessed from within background jobs, by default.
