Clarify policies around free schema validation #17318

The recent announcement on https://blog.cloudflare.com/a-safer-internet-with-cloudflare/ appears to have created a couple of orphans in the documentation:
https://developers.cloudflare.com/api-shield/security/schema-validation/#availability says that schema validation is restricted to API Shield customers.
https://developers.cloudflare.com/api-shield/plans/ does note the updated feature availability but says that the limit for plans without an API Gateway subscription is 5 uploaded schemas, while the console is showing 10.
What changes are you suggesting?
Update the availability language to reflect the current policy
