Prep for new blob structure

- moved blobs config
- bump CLI min version

Why was bosh sync blobs removed? Can it/should it be restored?

'bosh create release' now takes care of syncing blobs, so there is no need to do it with each update. 'bosh sync blobs' still available to manually trigger this process though.
