Remove more PHP < 5.3 fallbacks
`E_STRICT`, `E_DEPRECATED` and `E_USER_DEPRECATED` are always available
in PHP 5.3.0 and up, so we can remove the fallback definitions.
Actually, this is an amendment to #102.
