SeedData can specify a Vlans section that defined Vlan Pools and their Partitions. Each Pool can also specify ranges of ReservedIds that cannot be used within those Pools, to support environments where some Vlans may be in use by other applications. Any Vlans reserved in this way will not be editable until they are removed from the reserved list in the SeedData.
