Container Device Interface Specification version is incorrect

This is CDI spec version 0.8.0.

Presumably it should be 1.0.1 based on https://github.com/cncf-tags/container-device-interface/releases/tag/v1.0.1. The table below should also be updated.

Note that the SPEC version should not include patch version bumps.
