Moving OpenTracing to Archived

thanks @amye, happy to see this done with OTel moving maturity levels, this should reduce end user confusion Ideally the OpenCensus and OpenTracing sites can re-direct to OTel or have some simple web presence discussing migration paths |

The Archived date is currently the accepted date (and link).
This should probably be Aug. 26 with a link to https://www.cncf.io/blog/2021/08/26/opentelemetry-becomes-a-cncf-incubating-project/?
I'll be taking that up with the appropriate folks. |

Just curious, what is the ETA for getting this merged @amye? I'm just trying to figure out the order of things, relative to, resolution of opentracing/opentracing.io#457 for example. |

Since the merger of OpenTracing & OpenCensus into OpenTelemetry it was always the maintainers’ intention to archive OpenTracing. Now that OTel has reached incubation, OpenTracing is proposed as an archived project as the previous iteration of OpenTelemetry.
Archiving a project is rare, this is only the 2nd CNCF project to be archived. https://github.com/cncf/toc/blob/master/process/archiving.md has details but what this means:
