same issue as in #2941, bots broke composer. Blocking here, let's figure it out in #2941 first as that has fewer tests.

This failure is known issue #2898, just needs naughty copied.

The c-composer fix landed, and I copied the naughty for #2898.

I reported the nm-dispatcher regression at https://bugzilla.redhat.com/show_bug.cgi?id=2055199 . I'll add it to the ignore list, let's give this a round of test to see if it functionally breaks anything.
