sql: Add Flowable canary tests to nightlies to ensure no regressions #36419

We should add the Flowable tests to our nightly suites to make sure we continue to support Flowable well and to ensure we do not regress any functionality for the tool.

Main issue (#31879)

Here's how to manually test Flowable:
First time only:

To execute the test:

  • cd modules/flowable-engine
  • mvn clean test -Dtest=Flowable6Test#testLongServiceTaskLoop -Ddb=crdb

36484: server: make engine stall checker warn, not fatal, by default r=bdarnell a=tbg

The environment variable will allows us to go back to testing the
absence of stalls, though we may also chose to do something more
programmatic based on RocksDB's internal tracking of write stalls.
