Add initial sections that go into more detail of the when and how of RFCs and mention the benefits of prototyping. Add a separate PROTOTYPING.md doc that goes into more details. Trim the "RFC Process" section, replacing the FCP with the judgment of the author and reviewers. Trim the "RFC Status" section as that level of formalism seems like overkill. The template lists the states and mistakes here aren't really a problem. Release note: none
