Send emails to selected factility(ies)

User Story

As an outreach coordinator
I'd like to send an email message to solicit a check in from a single (or small number of) facility(ies)
So that I can handle exceptions where data is missing or email address has been recently changed.

Acceptance Criteria

• Outreach coordinator can send email to single or multiple facilities
• Ideally the same toast message continues to appear with number of emails sent

Notes

UX design is unspecified and flexible, but we might consider extending the recent design and/or adding a facility selection mechanism to the UI.

This is dependent on Backend Issue 288

Some of this work may have been implemented by ijadams. Based on initial review of the code, it seems that the backend filter (issue 288) need enhancement.
