Open Source the Fundamentals of Web Development Repo

This has similar concerns to the web fundamentals weekly katas.

Before we can do that, we need to:

• Move the wiki content into the repository to prepare it for gh-pages
• Remove student notes. Perhaps those should be moved to a repository specifically for a given cohort?
• Potentially stop posting student to-dos to this repository?
