The README file says that an INSTALL file contains the information on how to build Clp.
There is no such file nor any information on the website on how to build Clp. I am using Windows with MinGW.

Hello,

I just downloaded Clp-1.10.1.tgz and checked it out via svn, too. Both does have an INSTALL file (albeit it might be a bit outdated...) right in the root of the source tree. If there is not one in your copy then please reopen the ticket and let us know which version you have and how did you obtain it, so that we can replicate the problem.
