global should use "-T" option to go through all the tag files listed in GTAGSLIBPATH #570

just memo. Since this is a minor fix, I pushed directly. GTAGSLIBPATH is a environment variable set by user in shell. It's like /usr/include:/usr/src/include, it should always contain true file name. So ~/proj1 is ignored by GNU Global, but "/home/cb/proj1" is accepted

c353c71 global goes through all the tag files listed in GTAGSLIBPATH (Chen Bin)
