Fix PR build short-cut for existing images#10

Use a random concurrency group for non-published runs. Published run continue to use the tag input. PR jobs now pass the correct tag to properly short-cut the build when a matching tag exists. Signed-off-by: Scott Andrews <scott@andrews.me>
