Prefer 'stable' tag to 'latest'#14

The 'latest' tag has unique behavior for re-pulling images. To be consistent, we now use 'stable' and 'dev' for release and dev builds respectively. For users who understand and want the behavior of 'latest', the tag is still available and tracks the same image as 'stable' and 'dev'. Signed-off-by: Scott Andrews <scott@andrews.me>
