create hashed URLs for read-only access to private codebase releases for external reviewers (exposed on the page)

add share_url / share_uuid to CodebaseRelease
426325a 
- closes comses#44
- still need to wire up an endpoint to regenerate the UUID on demand,
hooked into the fa-retweet icon
- share urls only displayed if the codebase is not live
