Changelog: Bugfix: Fix conan search command showing revisions timestamps in a different time offset than UTC.
Docs:omit

Previously I tried to avoid introducing a new dep (python-dateutil) for that but if we need to manage offsets, it is worth it.

Hopefully python-dateutil>2.6.0 won't be a blocker for users in old distros

Probably an older version is also ok... will act in that case.
