Refactor timepicker as a RubyGems gem instead of a git submodule #264

We're trying to avoid having end-users use git and git submodule - and for that to happen, timepicker can't be a submodule. It should simply live in assets or be a RubyGems gem in its own right.

Used Timepicker gem from https://github.com/tkrotoff/jquery-timepicke…
…r-rails to deal with #264 - but the styles were borked before this and still need fixing
