Refactor timepicker as a RubyGems gem instead of a git submodule #264

We're trying to avoid having end-users use git and git submodule - and for that to happen, timepicker can't be a submodule. It should simply live in assets or be a RubyGems gem in its own right.

As the master of our date/time pickers, can @khanh take a look and see if it's a good replacement?
